工事受注業者が民間警備会社に工事現場警備を発注。
　↓
警備員だけで現場を管理できない状況なので、警察の出動を要請。
　↓
警察は現場に出場したが、警備主体はあくまで民間警備会社であるため後詰に回る。
　↓
警備員が活動家に押しやられて、後詰の警官隊の位置まで後退。
　↓
『米軍を警察が守り、その警察を警備員が守ってる！ｗｗｗ』

※状況がより悪化して警備会社による対応が不可能（暴動）と判断されない限り、警察官は民事である工事現場警備には直接対応できない。
