IMO Mass Rescue Definition
A Mass Rescue Operation is defined by the IMO as ‘characterized by the need for immediate response to large numbers of persons in distress, such that the capabilities normally available to search and rescue authorities are inadequate.’

What if ships of opportunity (there are some 30000 SOLAS ships on our oceans) were to have the capability to help in a meaningful way? Then, maybe, it would be time to change this pretty deterministic definition.
