This whole show is senpai trying to get noticed.
The entire show is a plot twist. Instead of the unpopular girl trying to get noticed by the popular boys, it’s the popular boys trying to get noticed by the unpopular girl.

And the unpopular girl is popular with the popular girls as one of the popular boys. Plus Tamaki’s cute as hell.

It’s even a ‘twist’ in how the “hidden gender” story tends to work- Hana Kimi, Power!, ect stories like that are usually funny because GASP the girl doesn’t know how to be a boy. Boys around her discover her secret and stumble around in the background trying to help her keep it. Humor usually comes from these near discoveries and wild attempts to keep the secret.
But Ouran is funny because the main character is so unaware of gender and cares so little about it that changing her outfit changes how her gender is perceived. Humor comes from the side characters being so wacky and trying to get Haruhi to present male or female gendered traits depending on their moods/the situations (Sometimes to reinforce in other students’ minds that she’s a boy, and sometimes because they want her to be girlish and pretty and moe moe love). Haruhi sits in this gender neutral spot while the characters around her try to tug her into gender presentations, and Haruhi doesn’t give two fucks.
