There are a few types of primers you can use on dry skin, a silicone based primer, a hydrating primer and an illuminating primer. A silicone primer is great if you have flakey skin, an illuminating primer is great if you have dull looking skin and a hydrating primer is a great added boost of hydrating for dry skin. They all give different looks so you can choose which one works best for you :)

A silicone, silky primer is great for smoothing out the skin and gliding over any dry and flakey patches so your foundation goes on more smooth. Think of it as creating a new, smooth layer of skin over dry, flakey skin. Great if you have really flakey, patchy skin.

An illuminating, dewy primer will add glow to your skin because dry skin can look a little dull and dehydrated. An illuminating primer has fine shimmer that will add some radiance to the skin so it looks naturally glowing from within instead of dewy from highlighters and such. It might look a little too shimmery at first but once your foundation is over it, it will come off as a slight sheen. An illuminating primer won’t help with dry patches or add hydration so you would want to incorporate exfoliating and moisturizing in your skin care routine. Great if you want a dewy look.

A hydrating primer is great for some added hydration under foundation instead of using a heavy, thick moisturizer which can look greasy in the day time. Your foundation will go on more smooth and won’t look dry and parched through out the day. Won’t make any dramatic differences just lock in moisture as the day goes on.
