Loki's magic seems more instinctive. More brain-driven than body-driven. He uses his hands as more of a focus than a necessity, kind of like a force-user i.e. vader didn't need to move his hand to use the force it just helped visualize.

Loki's seidr has been a big part of his identity since his youth, so it makes sense it is more instinctive/intuitive for him. His use of magic is intentional, responsive, efficient, tactical.

The same can also be said for his close combat fighting style and the way he wields his daggers.
