Alright so the champ would be a megling yordle, focused around the navy branch of Yordle military, as we already got ones based on the marines (Teemo) army (Trist) and air force (Corki). But since ship combat is difficult to add in, why not focus on diving and mining? And nah, not talking about a diving suit, but something that feels a bit more like the navy: With cargo, torpedoes, and submarines.
See this beastly diving armor? Imagine if we smoothed it out a bit, but focused on one major aspect to the suit. Nautilus focused on the head and an anchor. This would focus on the arms.

And what would she be doing with these arms?

//Her core ability would be to grab enemies, who would then be silenced (Or taunted idk), and forced to stick to her for a couple of seconds. The champ would then be able to move around, dragging her new captive with her!
Allies can then use this opportunity to attack the enemy. Or the champ can drag them to a turret. Or, as an added bonus, the champ can use the target as a living shield to protect themselves from a percentage of the damage. This works great as a way to punish those who over extend, is naturally a very close ranged ability, and is best used against casters and squishies. She would also have a torpedo ability. (Which has a start up time, but also has slight homing abilities, making it more difficult to side step and requiring more commitment to dodging.) And a speed boost ability (Which would buff armor and MR while dashing, as well as giving a tenacity bonus, making the yordle less vulnerable to CC while it is in effect.) Her passive is a sonar which, every three seconds in a pulse when she has not used an ability for three seconds, allows the champion to detect objects around her for a brief moment. This includes wards, enemy champions, minions, monsters, and traps. However, the sonar does not distinguish what is what, and does not show movement. It only gives a very brief snapshot of what is around her every three seconds. This can be used to bait her into walking into shaco boxes/shrooms, or thinking the detected objects are wards, when they are actually an awaiting ambush.
Now, her major weaknesses would be that she does not have a very quick way of getting to her enemies. Aside from her grab, she has no solid CC (Her torpedo only slowing for half a second) and she has to get very close to use her grab correctly. The champions she is most likely to grab, which are melee champs, are not as hindered by her silence and can potentially melt her with AAs while she has them in her grip. Her speed boost/tenacity buff makes it harder to stop her ganks, but any champion with good escapes (Like Zed or Lee Sin) can evade her if they see her coming. Her best bet is to catch them in bushes or from behind to limit their chances to react.
Her major role would be jungling. Her basic move speed would be slow due to her mech frame, but her clear time with torpedoes would be decent and her ability to detect possible wards with sonar allows her to remove them before attempting a gank. Her secondary role would be as a support. Her grab could almost guarantee kills if landed, and she would be a very solid counter against hook champs like blitz or leona, as she WANTS to get close to them.
