I have so much meta about Howard being involved in the Manhattan Project and the Cold War but I can’t express it other than “Steve Rogers would be so disappointed in you.” 
Steve is someone he respects deeply, but he sees the world in the short term whereas Howard sees it in the long run. Some of the things Howard does fucks up the world for a couple years, but ends up helping it ten years later. The Arc Reactor can be seen as a major threat because of it’s possibility to be used as a bomb-- but it can also be used as a source of clean energy. Most people would focus on the bad of it, and Howard is seen as a crackpot for looking at the good. 
Howard’s involvement in previous expenditures by the US government effectively ended two wars and saved the lives of millions immediately, and billions long term. People seem to think the blood on his hands doesn’t haunt him, but judging by the amount of alcohol he consumes, and how his previous view of money over morality did a complete flip-- I’m going to go with he feels the weight of it completely.

"With all due respect Howard, the war isn’t going  to stop for anybody. The serum has held up pretty  well so far. I highly doubt I’m allergic to oranges,  that just sounds absurd.
