I think the debate about whether Goncharov stuff on AO3 is fanfiction or original fiction is really highlighting the fact that the term “fanfic” is presently pulling double duty to describe both a particular legal relationship with the text, and a particular creative stance toward the text, and we don’t really have a word to describe the latter independently of the former.
