There's a very easy solution. Believe them unconditionally. Someone who's faking would be angry about that.

If someone claims to have a disability, treat them in a way that someone with that disability would consider kindness. If a man who always presents as a man suddenly claims to be a woman on the spot just to follow women into the restroom, address him by she/her pronouns anytime you see him.

The fakers will then weed themselves out.

And here we have someone that never meet anyone with bad intentions ever.
