There are definitely other theories, however.
Going by that theory, when a witch swallows somebody up, it exchanges their energy into emotional energy, specifically despair. Eventually, when it’s gathered enough energy, it can discharge familiars-- which will repeat the process until they become full witches themselves.

Magical girls are the epitome of hope, destined to maintain entropy in the world. Witches are despair; horrid, awful concentrations of despair.
We work to keep the balance equal. Eventually, despair and hope have to cancel out to zero. If witches truly were magical girls, it would tip the scales profoundly into the negative.
I’m’ sure Kyubey would have explained such a thing, too. There are many theories about how witches are formed. I suppose it could be valid, but there are more that warrant belief.
