Like in the og, he's made out of the dragon flame remnants, and he was created by the ancestral witches to help get the rest of the flame for themselves.
after doing evil things, he's trapped underground in the omega dimension, which in our version is still deep below andros (hence why layla was able to get there in the first ep without any specialist tech).
however, he needs time to recover his strength, so he spends a lot of that time underground, though in downland rather than Omega. there's essentially layers, there's top andros, ocean Andros, downland, and then omega.
valtor expresses his power as the shadow phoenix, and he has a summonable phoenix form once he gets enough power. he can also do a paladin-kinda thing where he summons just the wings once he's at full strength.
he's the villain for both seasons 2 and 3, though in season 2 he manages to get enough power to escape the underground and be the sophisticated power eater he is in season 3.
now for ash bloom. essentially, she's an experiment for Valtor's mark, a test subject. this is why she's able to resist it with her own power and without any fairy dust in season 2 (though it does take some dramatic love declarations). she essentially acts more like a puppet, repeating exactly what Valtor would say had he been there himself.
Valtor's motivations for Ash Bloom also should make some more sense here. instead of the stupid thing with the codex being stronger than the flame, it, functionally, IS the dragon flame.
the flame was split into six parts and four of those parts are the codex pieces, the other two being Bloom and Valtor. Valtor needs bloom because his goal is to own the entirety of the flame, not just his own portion.
