Who ordered the contract, in DotO, “Álvaro and the Abbey”?

Like, someone put out a contract in a district that everyone says is untraveled, with instructions to kill all but one zealot? And they’re gonna pay one bonecharm in exchange for all that slaughter?

It’s bait, pure and simple, bait for Billie, sure, but from who?

Paolo? Mindy? Breanna? A random witch, a random whaler? Some noble binch? It can’t be one of the Eyeless, they would prefer Billie fail- oh, unless that’s it? They think she can’t?

Whoooo?

I always thought it was one of the original witches in Delilah's coven. Was probably a member of the nobility who joined in a way similar to Breanna, who joined out of idle curiosity, but soon became a true believer. She'd have known of Billie from that time and survived Daud's attack on the manor. She'd have used her resources to flee Dunwall after that, probably to Karnaca.

She'd have joined up again when Delilah came back and gone on to survive Emily/Corvo's attack on the conservatory and was probably getting ready to go into hiding again, but Àlavaro probably was on her trail investigating remaining witches in the city. She probably ordered the contract to serve two purposes: to cover her tracks and get revenge for her fellow witches.

Could also very well have been the Eyeless who wanted to keep Billie busy for a while as they readied their defenses on the mountain.

Totally! It fits so well. Revenge for fellow witches is also…so in line with all of it, yaknow? You know.
