She usually wasn’t this effeminate, nor coquettish; simply the only whore of the Emperor’s, that kept denying him. Phloxia was still a virgin, since she promised Palpatine that only he could have her. But apparently, she forgot about that, when she started kissing her little friend.
Unaware that her master was there, she ended up play-fighting with him; more playing than fighting.
Watching from the darkness of a corner booth, Palpatine watched his pet playing with her paramour. Each of them continuously deceived the other - she hiding her flirtations from him, he hiding the true motives behind their relationship from her.
No matter. He would guide her, he would break her to his will, and he would make of her what he needed her to be.
In the meantime, however, he would watch, for another moment at least. Always best to let one’s prey believe that they had the upper hand.

Too many young girls don’t know how to act when someone’s being inappropriate with them. They giggle or they try to brush it off. Don’t do that. Tell them to go fuck themselves - be a bitch. If someone’s being disrespectful to you, be disrespectful right back. Show them the same amount of respect that they show you.
