This actively happened in my lifetime, and I’m in my 30s. A lot of us experienced it in real time and no one stopped it. No one helped us.
When I was 16 we would hang out outside and inside the library. We ranged from a group of 20 to a group of 3-4 people on any given day, because us 16 year olds also hung out with whatever other kid was around the area. (Mostly younger siblings and then their friends.) We never did anything wrong, never mind illegal. We were never loud in the library and were always polite to the staff. We sometimes got a little loud outside on the street when there was some contest thing going on, but not very often. We mostly hung out and talked about stuff going on in our lives.
Then one day someone called the cops on us.
And the cops showed up all ready angry, then started yelling at us for doing nothing. They couldn’t even come up with a real reason to be there yelling at us, other than to demand to know if we were a ‘gang’. When one of my friends started crying, I turned to tell her that it would be ok. The cop grabbed me, screamed at me to not look away when he was talking to me, then demand I get in the cop car and go down to the station. It took almost an hour for my mother to find out where I was because I didn’t have a cellphone at the time and the cops had just fucking kidnapped me. For comforting a friend while they screamed at us. And you know what happened?
We never hung out like that again. None of us. We all got banned from the library for a year. Again, all of this for literally no reason. They told us we were ‘misbehaving’ for simply hanging around outside being kids. And then we had no where to go. Some of those kids were forced back into their abusive homes. I literally never saw half of them again. Ever. And I lived in that town for several years after that.
So, yeah. They just started kicking us out from the outside years ago and not a single adult or group of adults gave a shit.
In my area it started by harassing the ’weird kids’ first.
They didn’t want them around because of how they ‘looked like trouble’ and that they wanted to make it safe for the other kids.
Then when they were gone they moved on to the other kids and teens. Then the college kids.
Eventually they also left and yet there was surprise when stores weren’t making sales to the younger customers that they chased away.
This is why coffee shop au’s got so popular in fanfics, because for a while they were all some of us had.
My town had one coffee shop for the longest time because the original owner knew that kids needed us place to be so she let kids be kids. Her shop flourished. 
When she had to sell the new owner, first thing they did was chase away the kids. I happen to go back and apparently I passed is not a kid and the owner new owner literally told me that was what they had done. I never went back to that shop and it ended up closing not much later.
A different coffee shop opened up farther away, but I happen to go in there for research project for college and that owner really didn’t want kids or teens in her store. I looked at her and told her why are you chasing away potential customers? The look of shock on her face. Think the shop may have been around for another year or two but eventually went under and I don’t think I ever saw any teens around it. 
Kids and teens getting some cash and being dropped off someplace they could go shopping was the trade off for so long.
My family would stop shopping at any store that chased kids away. My friends and I still didn’t go to some stores even decades later.
“I don’t want that here” was just a way stores said “I don’t want your money” only they never figured it out.
I live in an affluent area. There's a large grocery store in our area that also has a cafe area where you can buy premade meals, or sandwiches, or pizza, or what have you, and then go upstairs to a table and eat on a balcony that looks over a portion of the store. My junior year of high school, our history teacher would do optional study sessions at this cafe area before tests. Most of the students in her classes either could drive and had access to a car, or were able to get a ride from their parents or someone who was going. At least half of us would have money to buy food and eat during the study session. It was an honors, college credit course (not APUSH, but the IB equivalent, History of the Americas), none of us were rowdy, and many of us were visibly taking notes. We were nerds, sitting in a cafe area away from others, not in the way of any shoppers, listening to a q&a about the US Civil War.
We still got kicked out for loitering.

So I just saw a post by a random personal blog that said “don’t follow me if we never even had a conversation before” and?????? Not to be rude but literally what the fuck??????????
I’ve had people (non-pornbots) try to strike conversation out of nowhere in my DMs recently, and now I’m wondering if they were doing that because they wanted to follow me and thought they needed to interact first. I feel compelled to say, just in case, that it’s totally okay to follow this blog (or my side blog, for that matter) even if we’ve never talked before.
Also, I’m legit confused. Is this how follow culture works right now? It was worded like it’s common sense but is that really a thing?
Saw a sharp increase in my follower count after posting this. The legitimacy of it is driving me nuts so I also feel the need to say that you can follow anyone on here regardless of whether you’ve interacted with them or not. People like the above mentioned blog are exceptions. Perhaps they themselves think they aren’t and therefore will act like they aren’t, but they are, trust me.
Just follow anyone you wanna follow. The worst thing that can happen is maybe getting soft-blocked by the other person, but if they do soft-block you, then they were never that worth following in the first place.
