In Super Mario 64, whenever a baby penguin in Cool, Cool Mountain falls off a cliff, it respawns back at its initial location. However, it has an activation radius whereby it will not load if Mario is outside a specific range around its respawn point. Usually, whenever the penguin despawns, Mario is too far away to cause it to respawn right away.
One exception is the location shown in the footage, which happens to be high enough above the next cliff that the baby penguin despawns while falling, and close enough to its respawn point for it to immediately respawn, which can be seen by zooming out the camera. Note how instantly after disappearing near the bottom of the screen, the penguin reappears on the platform near the top of the screen, directly above Mario.
