The WPATH-SOC says to get lower surgery, you have to have a “Twelve continuous months of hormone therapy as appropriate to the patient’s gender goals (unless the patient has a medical contraindication or is otherwise unable or unwilling to take hormones)”.
If you want a metoidioplasty, the procedure pretty much relies on the clitoral growth you get from testosterone. I’ve only heard of a single person who had this procedure pre-T and they had a larger clitoris to start with.
If you want a phallo, again, I’ve only heard about one person who got a phallo without T or top surgery first but I asked him to write about his experience and that post is here.
So yes, it’s possible, but since there are Extremely few people who have done this you defs will have to pass through a lot of gatekeeping.
