Okay but, what does that first one even mean? Is that like the publisher equivalent of execu-speak?

Or is he seriously advising we start our story in the middle and end at the beginning?
No, what he means is “skip the build up”. Don’t start with an intro, start right in the scene were things are happening. And end the novel with an outlook to the next book.
