I honestly don't think so. Even if we imagine that some sort of magic exists, I think making hair look a certain way underwater is just too much to ask. Unless Josuke is like a merprince and his family is royal and his dad (Joseph?) is king Triton and can make pretty dresses and do POOF to make an underwater pomp XD
