am I missing something? is there a way to interpret this that isn't "progress is bad and we should reverse it to return to a mythical Past when things were better" or are otherwise well meaning internet people just so easily persuaded by nazi propaganda that they see a thing that means that and think "yeah sure that doesn't sound evil"

I think the best possible interpretation is for specific cases of a technology that’s gone too far and isn’t actually improving our quality of life, just generating profits and carbon, like “smart phone bad, writing letters good” or “car culture bad, trains/biking/walking good”.
But the phrase is so vague that I agree it’s far more likely to be used in bad faith or by those who aren’t complaining about technological progress, but social progress.
