Can u make a scenario that s / o is representative of a country and muu falls in love and tries to declare?
It’s nearly six am over here. I’m really sorry if anything is wrong or out of character. I wrote this on the notes app on my phone so I’m really sorry if the format is wonky.

You had just arrived in a port city in Reim. The crystalline blue tides push and pull on the shore. You came to Reim as a representative of your country. Bowever, you only came because the first choice unfortunately felt ill. This was the most important task that your job entailed, making you feel a bit nervous.
“No point in just standing here. I have a country to represent,” you mumbled under your breath.
Picking up your luggage, you hobbled your way off the short dock. The sheer weight of the bags felt like tons on your muscles. With all of your focus on supporting the weight, you failed to notice the man in front of you. You ran into a wall of pure muscle and fell onto the ground with a soft thud. Groaning a bit in mild pain, your ears perked up to a deep, worried voice.
“My apologies, Miss. I didn’t see you there, are you hurt?” You looked up to see a muscular man towering over you. He had long, flowing pink hair and tanned olive skin that was covered with plaits of armor. His wide pink eyes captured yours, nearly distracting you from his question.
“Oh yes, I’m alright. I didn’t notice you there either, I’m terribly sorry, sir. I should’ve been paying attention.” Your embarrassment showed through the rosy hue on your cheeks. Managing to stand up on your own, you bent into a deep bow to show how genuine you were.
“It’s okay, don’t worry about it, Miss, nothing to sweat over,” before you got the chance to respond, he spoke up again, with his gaze lingering on your bags and attire, “you’re not from Reim?”
You looked down at yourself and your luggage, realizing how much of a tourist you resemble, although unintentional. The blush on your cheeks continued to grow as you answered the handsome man.
“No, sir. I’m from c/n. I’m actually here as a representative.” You saw his magenta eyes light up momentarily.
“Oh, I remember now! Scheherazade mentioned that someone from your country would be arriving.” He grinned down at you. He knew about your arrival? How? He must have noticed the confusion swirling in your eyes as he took that as his cue to introduce himself.
“I’m Muu Alexius. I’m the captain of the Fanalis Corp here, and I’m the right hand to Reim’s magi, Scheherazade. It’s a pleasure to finally meet you.” He stuck his hand out. You lightly took it with your noticeably smaller hand and shook it.
With a smile, you said, “ah, I’ve heard about you, I’m y/n. It’s my pleasure, as well.” His smile only widened as you introduced yourself. Muu walked over and swifter lifted your bags with ease.
“As an apology gift, let me take you to your lodging. Scheherzade said you’d be staying where most diplomats stay during their visits.” He started to walk off in the opposite direction, leaving you no chance to argue.

You’ve been in Reim for a little over a month now. You would be lying if your said you disliked it. A fondness for the empire grew within your heart; the natural beauty, lively citizens, and the people you’ve met along the way. Especially a certain fanalis. Your heart affectionately swelled at the thought of Muu. The man was ever so kind and sweet to you. Muu always lingered bear you during diplomatic meetings. He even went out of his way to keep you company after said meetings. His entire personality made you fall head over heels for him.
However, the thought of leaving him in a few days made your heart wretch. You came here with a vital duty for your country. This caused an inner turmoil to mull over your thoughts. Before you could go over the dilemma with yourself anymore, sharp knock echoed into your room. Hastily making your way to the door, you swung it open to see the captain himself.
“Hey, y/n, are you busy at the moment?” He sheepishly grinned down at you, hoping the answer was no. To be honest, you had a fairly big stack of papers that needed to be finished, but how could you say no to the big guy?
With a small giggle, you said, “actually no, I’m not. Why do you ask, Muu? Surely you are, being captain and the right hand.” Muu let out a slight chuckle.
“You’re right, but I couldn’t keep myself from seeing you.” The sentence alone made you turn crimson on the spot. Before you could answer, you felt his hand tug you out of your quarters and drag you away.
In a few minutes, you found yourself by the docks. The setting sun lazily glimmered against the azure waves in its last wink before turning the sky over to the moon. This was the perfect setting to voice your feelings, your heart was sure of it. Yet, your mind raced with anxiety at the thought. You didn’t need the man you love to hate you, or even feel disgusted by the thought of you, before you leave. You snapped out of your trance as Muu waved a hand in front of you.
“Hello? Y/n, are you alright?” His coral eyes peering straight through your own. You weakly smiled at him.
“Of course, I’m just... thinking.” You walked forward and sat down on the small dock, the same one that you first set foot on in the empire. Muu followed suit, but instead looking at you.
“Thinking about what?” You has a feeling he already knew.
“My departure. It’s in a few days, remember?” You smiles sadly as you watched the ocean wave at the two of you. You failed to notice the sorrow in his eyes.
Muu turned his gaze towards the glistening sea, “I don’t want you to leave.” It was your turn to look at him.
“Why?” A smile started to grow on his face, his stare still looking straight out.
“I’ll miss you, of course. Over the last month or so, I’ve grown fond of you. Much more than anybody else in my life. Yes, I love Myron and my comrades, but my feelings for them don’t compare to the way I feel about you. Every time I say next to you at a meeting and watched you work so passionately or the way you spoke with Scherherazade with so much respect and admiration or even how I watched you let your true colors show around me but by bit, I felt my heart pound in my chest, more than it did in any battle I’ve been in before. And before I knew it, I fell in love with you.” By the end of his declaration, he turned back to look at you, only to see you completely flushed. Your beautiful e/c eyes were widened and slightly teary as your hand covered your agape mouth.
After a few seconds, you regained your composure and whispered, “I never thought you would ever reciprocate my feelings, Muu.” The fanalis’s eyes grew wide as his smile split into a wide grin.
You were both so in love with each other.
Without hesitation, Muu gentley places his calloused hands on your cheeks as he placed his lips onto yours. In turn, you didn’t think twice about returning the kiss. With a grin, you both pulled away for air.
You leaned your forehead against his and breathed out, “I love you, Muu Alexius. So much more than I could ever say.” This earned a soft chuckle from him.
“I could say the same about you. My love for you couldn’t compare to any of the treasures on this world.” He paced a small smooch on your nose. For a moment, his eyes turned serious.
“Please stay in Reim with me. I don’t know what I would do without you.” The look in his eyes broke your heart. You couldn’t possibly leave now.
“I wouldn’t dare think of it, my love.”
