Isn't it hilarious how in A Servant Of Two Masters George tried (and failed) to emulate how Merlin would normally look? Like it's really that obvious to the whole castle that Arthur is very dependent on his goofy and slightly incompetent manservant, and while no-one understands why, really, they all just try to accept it and work with it.

Secondary theory that since Merlin is the only servant in Camelot who doesn't wear multiple outfits, just swapping blue and red shirts and neck scarfs, people assume it's a uniform.
