I’d say that is what inspired this dress, especially looking at the high neckline and a line skirt. That said: there’s no such thing as ‘Victorian’ fashion, precisely because it lasted for over 60 years. But that painting of queen Victoria doesn’t necessarily represent Victorian fashion. It’s a young Victoria in early years of her reign. She was still queen in 1900.
