The United Kingdom has returned 32 gold and silver treasures stolen from the Asante Kingdom more than 150 years ago in what is today’s Ghana on a six-year loan, Ghanaian negotiators have said. The artefacts, comprising 15 items from the British Museum and 17 from the Victoria and Albert Museum (V&A), were looted from the court of the Asante king during the turbulent 19th-century clashes between the British and the Asante people. Ghanaian authorities have for years tried to reclaim gold treasures looted by British soldiers from the Asante kingdom, which is also known as Ashanti.

Again, it is illegal for the British Museum to repatriate artifacts. A lot of people at the BM want to, but can't. This is a HUGE precedent and loop hole that may well lead to the fucked up law changing.
To add onto this a little bit, three years should be the maximum duration of a loan according to the guidelines of UK professional museum bodies like the Collections Trust. It's possible to agree a loan for a longer period, but it would be counter to recommendations and against the norm. I would imagine the BM went with 2x 3 year loans so there wouldn't be any grounds to refuse it on that basis.
Non-national museums (so, those not directly funded by and ultimately owned by the government) wouldn't be under the same restrictions. They'd need to do due diligence about determining the right place for something to go, and to get the board of trustees etc. to sign off, but it would be more possible. Being a national museum is kind of a double-edged sword: your existence and funding are more secure, but you have less autonomy to make decisions.
The reason for the cap on loan lengths is to avoid a common situation from the past wherein objects were loaned 'indefinitely' and often forgotten or abandoned. For example, the museum where I used to volunteer had a painting loaned indefinitely by a member of the public from many decades earlier. When she died, her inheritor didn't want it and refused to collect it. The museum did not particularly want to keep the painting, but were unable to dispose of it because they did not have legal title to it. (TBH it seems like there have been people who just use museums as convenient free storage facilities for stuff they don't want or have room for.) But since storage space and conservator time are also at a premium, leaving things with museums without ever re-confirming a loan or accepting return means museums are less able to accept other objects that might better reflect their collecting priorities.
So, while I totally agree that a 'loan' rather than outright repatriation feels like a cop-out, in these circumstances, it's a solid step.
