Sam is yet to confront Sarah's feelings about him basically abandoning her to struggle with the family business on her own. He's yet to confront his own feelings about it too. Each time Sarah mentions how she managed on her own and doesn't need him to save her now, Sam finds away to not address the elephant in the room. He steers it back to him being here now and wanting to help and how he's not just doing it for her cos it's also his legacy too. Except that's not enough for Sarah. In her pov, even before Sam was blipped, she held it down at home best as she could with her babies and no husband (dead) or brother to help her cos Sam first joined the military then became avenger and then a fugitive. And all that while she did what needed to be done best as she could. I understand her feelings and I hope we get into it more in the coming episodes.

I suspect that Sam is harboring some feelings of guilt for leaving Sarah alone and running off to fight a different fight while she clearly needed him while he was gone. And the worst part is that he's around now and trying so desperately to finally help save the boat. Convinces Sarah that his way will work and gets her hopes up even though she's trying to accept that the boat has to go. Sam does everything right to secure the loan and it still doesn't work out and Sarah's hopes are dashed. And once again Sam can't be there and do this one thing for his sister who he's trying to make things up to. I can't wait for this to be explored. It's gonna be good.
