I guess I need to write a sex ed post about this soon - but for real, this is cinematic language for anal sex. We can see it in the way they move, in the facial expressions.
Wille isn't a top just because he's the crown prince - in fact YR does nothing but subverting every single trope, every prejudice and every bit of heteronormativity. Their first time Wille went down on Simon - he was probably too drunk to actually get off himself, but that's not why he did it, he practically threw himself over Simon because he wanted to give him pleasure.
Not to mention it's not even the first time they do it - in s2, wille hadn't eaten in a long time, and what little he ate he threw up. Not eating a long while before sex is gay coding explaining who does what. I'm sure you can guess why.
And it's really sad that such a large part of the fandom struggles so much with accepting a vers couple.
The IC and the directors took great care filming Simon and Wille being vertical/in an upright position in every shot in this scene - to show us that there's no top and bottom, it's an irrelevant concept to them.
I think that's beautiful.
