General Reagan R. James joined the Commonwealth Minutemen in 2288. Within her first year of command, she drove recruitment efforts for both infantry and structural positions. Through this support, settlements grew steadily with sustained populations. Gen. James established core specialties in medicine, agriculture, and civil engineering; while also instituting an education system for the children of settlements. Her efforts greatly contributed to increased quality of life across the Commonwealth.

sooooooo. spoilers for the fallout show but.....
if Vault 31 is siphoning off the water supply from the other two vaults in order to keep everyone in cryo storage....and the water chip (whatever the hell that is) is broken.....those people are going to thaw out and wake up, yeah?
Vault 31 isn't siphoning water, it has its own supply. The water chip is what purifies the existing water supply and it's a reference to the first game (they will likely have it be fixed next season). Vault 32 has its own water chip which is likely another reason Betty moved half the people there
