I maintain my Depressing-As-Hell-Headcanon that the Soldier, as we’ve seen multiple times, doesn’t need the mask.  It’s just to make him scarier, but he’s dead-eyed and terminator-esque when he fights for Hydra.

The crazily-emotive man we meet fighting desperately for survival in Civil War is Bucky Barnes - with all the emotions natural to any poor bastard trying to stay alive and all too aware of every effort to kill him.
