A lot has been said about Garrus not telling Shepard that he loves them, but here's another take.
Also, I'm a sucker for unresolved and unidentified translator misunderstandings.
In English, you fall in love (oops, I slipped and now I'm stuck here).
In the language Garrus speaks (let's just call it Turian), you give your love. Whatever biological and psychological things actually take place with romantic love, the language indicates it's a gift.
So when Shepard tells Garrus she loves him, what he wants to say is:
You don't have to.
I don't deserve this.
I have everything I need, go focus on the war.
You don't need to invest in our relationship, I'm a sure thing.
I'll bring however much love you want. Don't worry about it.
But he doesn't say that because it's rude, and because he wants Shepard's love - even if he can't bring himself to accept it.
So, the final mission where he says "I love you too." He accepts her love, because he knows soon it'll be the only thing he has left from her. And there's only so many times a guy can resist taking something he desperately wants.
