Vader lives AU, where Anakin after the war lives like absolutely normal person. He has a job, a pet tooka, his own house with a garden. In his free time he meditates, goes fishing, takes care of his garden, practises lightsaber forms.

Empire sympathisers don’t believe in it. They think Darth Vader wants to restore the Empire and only pretends to be a regular New Republic citizen. He can’t openly speak about his plans and desires because Republic is spying on him. They think Darth Vader sends them secret messages through his social media, so they browse his space instagram searching for ciphers and signs. There should be hidden meaning behind all these photos of the tooka kitten and pumpkins growing in Vader’s garden.

I think Star Wars should just make Empire incompetency A Thing and start to use it in creative ways. I mean this thing collapsed in 20 years for a reason.
