This is why it is extremely important that the person doing restorations use a completely different type of paint that has a different solvent than the original paint. It's so shit like this can be reversed. (Even slightly.) Though if these are botched this badly, there is literally no telling if these people would put nearly enough thought into something like the type of paint and solvent.
