1. go to Tumblr Ads and You. @beenposh is right. nothing there is underlined as links usually are. they think they are being sneaky as fuck. click the first “here” (they will underline themselves if you go back to the tumblr ads and you page)

that first here takes you to Yahoo where you can opt out from their web ads and onsite ads. if you don’t have a yahoo account and don’t want to make one, youll probably need to do this multiple times on your different devices.
