I sometimes think it's a bit of self projection but if we analyze him further I feel like it wouldn't be so far from the truth.

I see Leon as an... emotional being. He has no difficulty connecting with people on a platonical level. He has a lot of love to give in that sense. However, romantic love (and sexual desire) can sometimes feel like foreign terms to him.

He isn't sexually frustrated, it's just that sex isn't a priority on his life (especially as an agent who is basically on the verge of death in every mission)

He prefers to have platonical relationships over romantic and sexual ones. Nonetheless, that sometimes leads him to misunderstandings.

For example, there's this scene in Infinite Darkness where he asks Shen May to have dinner with him. Most people interpret it that Leon was asking her out (which it's totally fine if you see it that way) but for me it was more like an attempt to: A) Know her intentions better or B) Get more information about the mission.

That brings me to the second point. I don't feel like Leon would be into one night stands, therefore. He doesn't see the point in it if there's no emotional connection between the two participants. But then again that's my point of view.

And thirdly, once he finds someone he can connect with there's no point of return. Leon would truly try to find every way to pleasure their partner. Sex for him is something to cherish, not to rush. So expect utter care and love from him!
