It’s not every day that Nevada’s most wanted criminal comes waltzing into your shop, then strolls casually up to the counter like he wasn’t the most wanted person in Nevada. Hank tossed the hilt of a broken sword down on the counter. “I need something that looks exactly like this, but…you know…not fucking broken.” His tone of voice wasn’t so much aggressive as it was more annoyed with himself.
How the ever loving fuck did he manage to break his sword? The world may never know. But one thing was for sure, he really didn’t want to go back to the base and listen to Doc bitch at him about it. So…the next best thing was hit up every shop in Nevada until he found a replacement.
Listen, he just really liked that sword, ok?
The merchant was organizing some of items in the front of his store when he heard the heavy footsteps echoing in his shop. The Shopkeeper made his way to the front counter to see what this customer wanted from him, as he knew most customers might get impatient if he stayed still.
Before the Shopkeeper could say his greeting to the wanted murder in front of him, the hilt of a broken sword was dropped onto the counter in front of him. The merchant stared at the broken weapon for a moment before he spoke in his rough voice.
"A replacment sword, eh? Must been a lot of slicing & killing to break the blade like this... But don't worry sir, I do have some swords that look like that on stock right now."
"Guess who is open for business again. Me, that's who."

Is your Merchant guy based off of The Merchant from Resident Evil 4? I don’t know why but when I was playing Resident Evil 4 Today, I met the Merchant and It reminded me of your OC!
Yep, I did based Shopkeeper's design and the idea of a mysterious backstory no one knows about from that Merchant from the 4th Resident Evil Game.

A mysterious black market shopkeeper whose known to steal from pokemarts and sells those items to criminal members that lurk in the pokemon world who need his service.
But do not be fooled that he is weak with his Meowth named Prince, on his shoulder as he also have a Zoroark disguised as another Meowth, a Malamar, an Aggron, a Theivul and a Gengar with him in his pokeballs.
I wanted to draw Shopkeeper in a suit for a while so I did it and it took me a while! Plus it kind of counts as a hair reveal for him as well.
The Shopkeeper was putting the money away and turned around to greet whoevercame in, he was surprised to discover the well known Auditor standing in front of him.
After the flaming being in front of him finishes speaking, merchant ponders for a moment of what to say before deciding to say this. "Well then, what kind of destructive weapon do you require from my services, sir?"

It was a slow day for the Shopkeeper beside the few grunts who bought some of his wares from his shop, and it appeared that he would be able to close his shop earlier than the usual time.
That is, until the merchant hears heavy footsteps and turns around to see another grunt but this one seemed to be clothed in metal armor then the merchant says in a cheerful tone. "Why hello there, new customer! Please come on in as I've got a lot of good stuff in sale!"

Well, a customer wanted by just about every authority and danger in Nevada, but a customer nonetheless. A hand to the chin of the assassin, dark eyes scanned the various wares around the shop. A calm hum followed.
The guy oughta be grateful that he isn’t just stealing whatever catches his eye.
With forced smile on his face, the merchant watches Hank look over at his stocksin his store filled with a variety of items. The Shopkeeper already knew if he refuses to serve him or raises the price for whatever Hank wants to buy, he would be quickly killed in his store by the lethal assassin.
" I believe I do have a couple of weapons that would be ideal for wreaking havoc on anyone who would come in your way, sir."
