I am apologize for the late reply. Thank you for liking my blog! From what I have understood, I believe Sayori was Takuma's original fiance.
You can see from these two pages that Takuma's original fiance is married to someone else. And he is looking at Sayori when he says all of these. Plus, Sayori was the mayor's daughter. So, it would make sense that Ichiou arranged a political marriage for Takuma. Perhaps, to gain more power in the human world?
