Imagine you're Buck. You have this best friend you've known for years and suddenly that friend has a new friend who he is close to. You already thought the new friend was cool because of the helicopter thing, but now he's stealing all of your friend's attention and it's upsetting you.

Now imagine you realize that there are other feelings there besides jealousy. Do you immediately think those feelings are towards your best friend who you've known for years, or do you think it's the new guy who has made those feelings come out? These feelings weren't nearly as strong until Tommy showed up, so it makes sense that Tommy is the one who you have feelings for, right?

If buddie does become a thing, I don't think it's something either of them is going to realize overnight. When you're close with someone platonically, sometimes you ignore the signs or just don't see them when things have shifted. Tommy literally said "MY attention?" and Buck's response was "I guess".

For now, Buck gets to explore himself for the first time in a real way. Whether that's with Tommy or Eddie shouldn't matter. This is a big moment for Buck regardless of the partner.
