They did an update to the song because in the almost 30 years since a lot has changed (mostly just the break up of the Soviet Union)

Also I just love watching voice actors work because sometimes you can see their character in their face. It’s like for them it’s impossible to make the sound without looking a little like the character. And you see that here a bit with Rob Paulsen

Yeah, you can tell the original was written in a very specific time frame - it references German reunification (October 1990) but not the dissolution of Yugoslavia (started June 1991) or the Soviet Union (December 1991).
