My two biggest tools are the default digital pen and a strong understanding of light reflections! (I literally use the simple pen brush for 90% of my entire process.)

Aiming for sharp, clean lines will take your cel shading really far. The more deliberate and clean your strokes are, the easier it is to read. In addition, make sure the shadows are only where it makes sense for them to be. Knowing where your light source(s) are before you start shading is super important!

I use a multiply layer for my shading, using a mid-value color and keeping the layer transparency between 50-100% depending on how dramatic or strong the lighting is. Making it a little darker than you might initially helps with that "pop" you're looking for.

Final note is that I really like adding soft gradients in my flat colors. I like how it looks and I think it adds a little bit more dimension to the shading layer above it.
