No she didn’t choose to be turned into monster. Posiedon raped medusa because she was so beautiful yet wouldn’t be with him. Medusa ran to Athena to ask for help and as Athena was jealous of Medusa’s beauty instead of helping turned her into a monster.

Medusa didn’t just kill innocent people. She was a prize to be won so people often hunted her and the people that died were people trying to kill her for a prize
