No, there's no way that was improvised. Look at David Yates, look at where the camera is, how the other actors react. That was a scripted scene. Tom Felton improvised the "I didn't know you could read" line in CoS. That's what's confused you.

Do you have a source on Tom Felton improvising the wand scene? Because movies don't work like that. I don't think it's true. You can improvise a line, but not a whole scene where other characters' blocking is relevant.
