the reason why we think libra is just scales and not a person/animal is because of the veil of ignorance. this is something i learned about in a philosophy class. it is believed that no one can make a truly fair, unbiased judgement towards someone else unless they temporarily block out everything they know about themselves, but still understand the rules of their society.
metaphorically, wearing the veil of ignorance, one makes judgements not knowing their own name, species, religion, status, sex, etc. lady justice wears this veil and she does not know that she is a woman or that she is human. she is both nonetheless. hence we view her as an inanimate object. notice the other two air signs are the only human glyfs? libra can be human too but isn’t allowed to know that.
