A quick tldr of her:

Rosie was a pre-war criminal on the run from the law for a murder. The detective after her was Nick Valentine. However, she evaded him by faking an identity and marrying Nate a year before the bombs dropped. In-game events occur, and she meets Nick Valentine 200 years later - and the cat and mouse chase began again. (Old grudges never die I guess?)
