So...Selina is trying to unite Gotham's petty criminals under her banner, to rob from the rich exclusively, depriving the supervillians of mooks to hire.

She seems to think that organized crime can be used for Gotham's benefit if she's the one doing the organizing. And Damian's the only member of the family that hasn't joined her or seemed to sway in her favor since violent crime is down.

This is after the Joker War, Knight Terrors, and losing his damn hand, not to mention the purchase of Wayne Manor...by Vandal Savage. Bruce is coming apart at the seams, and Selina doesn't care. She just wants Gotham under her control so that it can actually be in control. As she put it, she wants a "healthy" Gotham rather than a good one.

This is the Gotham War arc. This is Batman's Civil War. This is further proof that DC writers don't understand Batman, nor do they want to.
